Executive Summary

One of the most important roles in the political system is the Civil Service Commissioner, a critical position entrusted with ensuring the efficient and proper functioning of the public sector in Israel. Within the framework of the position, the Civil Service Commissioner is responsible for managing human capital in the civil service, as well as holding additional authorities that oversee more than 80,000 state employees. The Commissioner’s extensive influence, alongside the importance of the role, underscores the need to preserve the professional, state-oriented, and non-partisan character of the Commissioner. Nevertheless, the appointment procedure is not anchored in law or in a specific government resolution. In the position paper we published as part of the “Chotam Tachlith” program, headed by Adv. Emy Palmor, a comparison was conducted regarding the appointment methods of equivalent officeholders in countries similar to Israel, alongside an analysis aimed at providing insights concerning the appointment procedure for the Civil Service Commissioner.
